          • Yes → Allowed
          • Proscribed country → Blocked
          • Any other country → Blocked
        • No, external → 4 Is their domain in the trade-controls registry?
          • Not listed → Blocked
          • Listed, country US Allowed
          • Listed, non-U.S. → Blocked ITAR only: allowed if Licence = Yes
    Only these four labels are checked. Items carrying any other label — Non-Business, Low Sensitive, Sensitive, Non-Technical Highly Sensitive Data — are permitted without any recipient evaluation.
